I've input the following into the bottom of my custom stylesheet:

.toolTipHeader {
color: lime;
font-weight: bold;
}

#dhtmltooltip {
position: absolute;
width: 150px;
border: solid 1px #0000FF;
padding: 3px;
background-color: #F5F5FF;
color: #000000;
visibility: hidden;
z-index: 100;
}

However, my customizations for the tooltip are not taking effect. I took a look at the page source after refreshing my pages, and I see this:

.toolTipHeader {
color: lime;
font-weight: bold;
}

#dhtmltooltip {
position: absolute;
width: 150px;
border: solid 1px #0000FF;
padding: 3px;
background-color: #F5F5FF;
color: #000000;
visibility: hidden;
z-index: 100;
}.toolTipHeader { color: lime; font-weight: bold; } #dhtmltooltip { position: absolute; width: 150px; border: 1px solid white; padding: 3px; background-color: black; color: white; visibility: hidden; z-index: 100; } </style>

My customizations are being post-empted on GuildPortal. Isn't there any way to customize the GuildPortal tooltips on my page?

GuildPortal adds these two CSS classes to the bottom of whatever you have in your Custom StyleSheet, so all you need to do is add your custom tooltipheader and #dhtmltooltip classes in your banner area or the footer area to make them work.
<style type="text/css">
.toolTipHeader {
color: lime;
font-weight: bold;
}

#dhtmltooltip {
position: absolute;
width: 150px;
border: solid 1px #0000FF;
padding: 3px;
background-color: #F5F5FF;
color: #000000;
visibility: hidden;
z-index: 100;
}
</style>
* Make sure you add the <style> at the beginning of the CSS and a </style> at the end
